BACKGROUND

UNDP, through its Rule of Law and community security programming, has been supporting national and local institutions in Lebanon to strengthen the delivery of security and public services and promote safer and more resilient communities. This support includes interventions implemented in coordination with the Ministry of Interior and Municipalities (MoIM), the Internal Security Forces (ISF), municipalities, and other relevant local stakeholders. Through consultations, field assessments, and engagement with local authorities and security institutions, inadequate public lighting and unreliable access to electricity have been identified as important challenges affecting the safety, accessibility, and functionality of public spaces and security facilities. These challenges have become increasingly significant in the context of Lebanon’s prolonged electricity and energy constraints. In response, UNDP is supporting the implementation of street-lighting and solar-energy interventions in Tyre, Marina Dbayeh, and Adloun ISF Station. The interventions are intended to improve lighting and safety in targeted public areas while promoting reliable and energy-efficient solutions adapted to the operational needs of the respective locations.

Given the technical nature of these interventions, appropriate electrical assessments, technical specifications, and quality control are required to ensure that the proposed systems are suitable for the site conditions, technically sound, safe, and implemented in accordance with the approved designs and specifications.

Accordingly, UNDP intends to recruit an Electrical Engineer Consultant to provide technical support for the interventions in Tyre, Marina Dbayeh, and Adloun ISF Station. The consultant will be responsible for preparing the required technical baseline studies and assessments, including identifying the electrical and lighting requirements of the targeted locations and developing the necessary technical specifications and related documentation.

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

Under the supervision of the Senior Project Officer and the Director General of the Directorate of Municipalities and local authorities in Lebanon, the consultant will be responsible for:

• Carry out a site visit and quality evaluation for the condition of the street lighting poles in Tyre.
• Meet with Antelias and Dbayeh municipality to collect the needed information of the street lighting in Marina Dbayeh.
• Submit a detailed plan and specs for installing solar panels for street lighting poles in Marina Dbayeh.
• Conduct site visits to Marina Dbayeh to oversee the implementation of the works.
• Evaluation of finalized works in respect to the public safety regulations and good practice.
• Prepare a BoQ and Technical Baseline study for solar system at Adloun ISF Station.
• Conduct site visits to ADLOUN ISF Station to oversee the implementation of the works.

EXPECTED OUTPUTS AND DELIVERABLES

The consultant is expected to complete the above tasks and activities, noting that the total duration is 4 months without exceeding 6 working days per month.

INSTITUTIONAL ARRANGEMENTS

• The consultant will work under the overall guidance of the Governance and Rule of Law Chief Technical Advisor/Project Officer.
• The title rights, copyrights and all other rights whatsoever nature in any material produced under the provisions of this TOR will be vested exclusively in UNDP. UNDP has full ownership of the activity and of its final product. Thus, any public mention (including through social media) about the activity should state clearly that ownership. In addition, any public appearance related to the activity should be coordinated and approved by UNDP.
• UNDP will be responsible for providing the contractor with all necessary materials related to the project in a timely, thorough, and transparent manner. UNDP will be also responsible for providing clarifications and facilitation of work.
• The consultant shall rely on his/her own means of communication and shall commute from/to place of residence to duty station at his own expense.

DURATION OF WORK

The assigned duration for this consultancy is 4 months without exceeding 6 working days per month.

The mission is expected to commence immediately after contract signature and be completed within 4 months from the contract signature date.

The time needed to review/comment/approve deliverables and outputs is (5) five working days.

DUTY STATION

The assignment is based at Dbayeh, Tyr and Adloun with occasional meetings at UNDP offices if need be.

STANDARD MINIMUM QUALIFICATIONS

• تعليم: Bachelor’s Degree in Electrical Engineering.
• خبرة: At least 2 years of experience working with municipalities and Internal security forces.
• لغة: يجيد اللغتين العربية والإنجليزية.

“The Personnel will be covered with Health insurance and Personal accident insurance; the fees shall be deducted from personnel’s monthly payment”.
