The Field Monitor is responsible for tracking and monitoring project activities in the field to ensure interventions are implemented according to approved plans, quality standards, and beneficiary needs. The role includes conducting regular site visits, collecting and verifying program data, monitoring progress against targets, and documenting achievements, challenges, and lessons learned. They facilitate communication between communities and project teams by gathering feedback, complaints, and recommendations through established accountability mechanisms. Additionally, the Field Monitor prepares monitoring reports and provides timely information to support evidence-based decision-making and effective project implementation.

1. Field Monitoring & Verification: Conduct regular site visits to the schools and health centers to monitor the progress of civil, structural, and finishing rehabilitation works (e.g., blockwork, plastering, tiling, painting, waterproofing) against the approved work plans, BoQs, and technical specifications.
2. Data Collection & Reporting: Collect, verify, and record accurate data on project activities, including executed quantities, daily labor, and material usage. Prepare timely and accurate monitoring reports detailing achievements, challenges, and lessons learned to support evidence-based decision-making.
3. Quality Assurance Support: Observe and report on the quality of materials delivered to the site (e.g., cement, steel, tiles, pipes) and the workmanship of the contractor. Witness basic site tests (e.g., concrete slump tests, compaction tests) and ensure works meet the required quality standards.
4. Beneficiary & Community Engagement: Support the verification of beneficiary needs and facilitate communication between the community (school staff, health center staff, and local representatives) and the project team. Gather feedback, complaints, and recommendations through established accountability mechanisms (e.g., help desks, community meetings).
5. Accountability & Transparency: Conduct post-implementation monitoring to ensure that the rehabilitated facilities are functional, safe, and meet the needs of the end-users. Ensure all project interventions are documented and visible to the community and stakeholders.
6. Coordination & Site Access: Coordinate with local authorities, community representatives, and contractors to facilitate smooth site access and implementation. Report any technical issues, delays, or non-conforming works to the Site Engineer and Project Officer immediately.
7. HSE Compliance Monitoring: Monitor and report on the contractor’s compliance with Health, Safety, and Environmental (HSE) procedures on-site, including proper waste management, dust control, and worker safety practices.
8. Documentation & Archiving: Maintain organized digital and physical records of all site visits, monitoring checklists, photos, and community feedback forms. Ensure all documentation is accurate and accessible for internal and external audits.
9. Perform any other related duties and responsibilities as assigned by the line manager within the scope of work.

Qualification (Education/Work Experience)

Essential Qualifications

1. Bachelor’s degree in Civil Engineering or a related field.
2. At least 2 years of professional experience in supervising civil works, infrastructure, or construction projects.
3. Practical experience in field supervision of excavation works, concrete foundations, and contractor follow-up.
4. Good command of the English language.

Desirable Qualifications

1. Experience working in infrastructure rehabilitation projects, schools, or health centers.
2. Experience in reviewing Bills of Quantities (BoQs), drawings, and technical specifications, as well as measuring and accepting completed works.
3. Proficiency in AutoCAD and Microsoft Office applications.

• Good knowledge of excavation works, preparation of foundation pits, and casting and construction of concrete foundations.
• Ability to read and interpret drawings, Bills of Quantities (BoQs), and technical specifications, and compare them with the actual implementation on site.
• Good knowledge of civil works quality control methods and monitoring of executed quantities.
• Ability to follow up with contractors, document technical observations, and monitor the implementation of corrective actions.
• Good skills in report writing and field documentation.
• Good working knowledge of Microsoft Word, Excel, and Outlook.
